An open-circuit cooling tower is a heat exchanger that cools water by direct contact with air. The heat transfer from water to air is partially accomplished through sensible heat transfer, but primarily through latent heat transfer (a portion of the evaporation of water into the air), allowing the cooling temperature to be lower than the ambient temperature.
