Water and wastewater treatment facilities often use between 25 and 40 percent of a municipality's electrical budget.  For a municipality, this means that the single biggest user of electricity is typically the water and wastewater facilities. Thus, for many years, the foundation for sophisticated real-time process management to maximize energy efficiency and reduce energy consumption by 20–40% has been established by the widespread usage of AC drives and real-time online sensors. These techniques now permit completely new, ambitious levels of energy efficiency when combined with the wastewater treatment plant's energy-generating process. The 'bio refinery' or 'Water Resource Recovery Facilities' show that wastewater has now turned into an energy resource since they are powered by methane generated in the wastewater plant's digester.
Complete energy self-sufficiency in the water cycle is achieved by some of the most sophisticated water management systems. In addition to meeting the plant's internal energy requirements, the energy recovered from the wastewater treatment process also powers the pumping of wastewater and the manufacture and distribution of drinking water. Stated differently, the water cycle as a whole can be regarded as energy-neutral. All spinning machinery must have a control handle, such as an AC drive, in order for the completely computer-controlled facility to adjust to changing loads and achieve energy neutrality.
